How to control 1min method only allows access to a 100 ? How to save a long-term data ?

Recently encountered a problem, because the company has a number of systems are in xml or download a photo site , the site only allows access within 1min same IP only 100 times , traffic can not exceed one month's 2.5G, otherwise it was closed IP, and now wants to access all systems are controlled in a common web applications , we would like to use a List to store the URL to access multiple systems , but do not know how long to save the URL, and the brightest great God think?
