About ubuntu ssh problem

On ubuntu installed ssh-server.
using ps-e | grep ssh saw sshd.
ubuntu on a name @ ip can also log .
is to use the Windows LAN can not access ubuntu. Enter the password is not even out . Over time packet connection timed out. ( Used secureCRT, nor with putty )
I set the firewall to allow port 22 .
I do not know what the situation is , or do other things that need attention ?

telnet-anp | grep: 22
Look at the port open did not open , is not open sshd
sure no problem and then the windows ping ubuntu
No problem then it under windows telnet

can try to put off the firewall try
